Spain’s territorial organisation

 How is Spain organised?


Spain is organised into seventeen autonomous communities and two autonomous cities. Each community has one or more provinces. The provinces are divided into municipalities. There are fifty provinces in Spain. A province is a group of municipalities that are geographically or historically related. A province is governed by a provincial council. It promotes the interests of the province and coordinates all its municipalities and services.


There are over 8 000 municipalities in Spain. They cover one or more cities and the surrounding areas. They are divided into municipal districts. A municipality is governed by the city council. The people living in the municipality are the municipal population.





What are autonomous communities?

Autonomous communities are areas that are geographically, historically and linguistically related. Some have just one province while others have several. Each autonomous community has three government institutions:

• A government council, made up of a president and councillors.



• An autonomous parliament.


• A High Court of Justice.
